One suspect was released on $330,000 bail within a day, as Western-backed anti-corruption agencies continue to expose a high-level cover-up

Two senior Ukrainian police officials have been arrested in a sweeping corruption investigation into an alleged criminal empire involved in drug trafficking, fraudulent call centers, kidnapping and torture, which operated under the protection of the country’s security and law enforcement agencies.

Ukraine’s High Anti-Corruption Court ordered the detention of Vladimir Tsenov, first deputy head of the National Police’s Department of Strategic Investigations, on Thursday. However, the senior official, known by the nickname ‘Price’, walked free the following day after his 15 million hryvnia ($330,000) bail was paid.

Meanwhile, another police official, Aleksandr Demyanchuk, nicknamed ‘Consultant’ and serving as deputy head of a criminal investigation division in Kiev Region, was ordered held without bail on Friday. He will remain in custody until at least January 2, 2027.

The arrests are part of ‘Operation Carthage’, a major investigation by Ukraine’s National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) into an alleged protection racket involving senior officials from the Security Service of Ukraine (SBU), the National Police and the Prosecutor General’s Office.

The bribe money came from a wide range of criminal enterprises, including Ukraine’s notorious fraudulent call centers, illegal drug trafficking, counterfeiting of euro banknotes, and kidnappings for ransom.

Tsenov is suspected of shielding fraudulent call centers from police investigations and helping criminals recover equipment seized during raids. Demyanchuk allegedly provided protection for violent criminal activities and helped perpetrators evade law enforcement.

The sprawling probe has also implicated SBU Major General Sergey Duka, known by the nickname ‘Akim’, who was ordered held in custody for 60 days on Friday, with bail set at 65 million hryvnias (approximately $1.5 million). He allegedly helped shield the criminal organization from prosecution and provided its members with confidential intelligence and access to security-service facilities.

According to NABU, the criminal network enjoyed such extensive protection that its members discussed bribing government ministers and even contemplated a disfiguring acid attack against an investigative journalist.

The Carthage investigation first became public in September, when anti-corruption detectives uncovered an alleged protection racket involving officials from the Prosecutor General’s Office. The scandal has since widened to encompass senior figures across multiple law enforcement agencies.

Anti-corruption probe targets Ukraine prosecutor general’s office

The latest revelations come amid a succession of major corruption scandals involving senior officials and close associates of Ukrainian leader Vladimir Zelensky, who attempted to strip the country’s Western-backed anti-corruption agencies of their independence last year.

In July 2025, Zelensky signed legislation placing NABU and SAPO under the authority of the prosecutor general, a presidential appointee. The move sparked nationwide protests and sharp criticism from Kiev’s European sponsors, forcing Zelensky to reverse course just over a week later.

‘Operation Midas’ concludes: How Ukraine’s biggest corruption scandal shook Zelensky’s inner circle

The attempted crackdown came while NABU and SAPO were already investigating an alleged massive kickback and money-laundering scheme involving Zelensky’s longtime business associate Timur Mindich and Ukraine’s state nuclear operator Energoatom. The investigation, known as ‘Operation Midas’, subsequently implicated several senior officials and led to the resignation of Zelensky’s powerful chief of staff Andrey Yermak.

Earlier this week, investigators announced the completion of the Midas probe, alleging that the criminal organization had laundered approximately $125 million through shell companies, offshore accounts and cryptocurrency transactions. Mindich, who fled to Israel, remains wanted by Ukrainian authorities.
