New Delhi hosts top BRICS security officials

Indian NSA Ajit Doval has met with Russia’s Sergey Shoigu and China’s top diplomat, Wang Yi, on the sidelines of the event

India has called for the emergence of a strong voice for the Global South at a meeting of the security chiefs of BRICS countries in New Delhi.

Warning that multilateralism is on the decline globally, Indian National Security Adviser Ajit Doval struck a note of caution about the growing security challenges. “Tumultuous times, marked by military conflicts and growing security challenges, need a stronger voice of the Global South,” he said.

The two-day meeting was attended by top security officials from the bloc’s countries, including Russian Security Council Secretary Sergey Shoigu and Chinese Foreign Minister Wang Yi. 

The BRICS leaders “reaffirmed their commitment to combating terrorism in all its forms and manifestations, including through countering the use of new technologies being utilized by them,” India’s Foreign Ministry said in a statement.

Doval pointed out that BRICS was created to promote a more multipolar world order, strengthen the voice of the Global South, and advance peace, development, and cooperation. The NSA said the bloc is “gaining strength day by day.”

Backing Doval about waning multilateralism in global relations, Russia’s Shoigu said BRICS should play a key role to reform “failing international organizations, including the UNSC and WTO.”

Russian President Vladimir Putin has previously pushed to reform the United Nations, the International Monetary Fund, and the World Bank. “A reform of leading UN institutions and global financial structures is long overdue,” Putin said in the presence of UN Secretary-General Antonio Guterres at the 2024 BRICS summit in Kazan. “The weight of the developing nations in the world economy has radically changed in the past decades.”

Shoigu also called for the creation of a ‘BRICS Emergency Reserve’ as a mechanism “for storing stocks of medicines, food, energy, fertilizers, rare earth metals, and other vital goods” for use in crisis situations.

The NSA meeting is a preparatory initiative to lay the groundwork for the BRICS Leaders’ Summit scheduled for September 12-13 in India, which Putin is expected to attend.

Doval also met with China’s Wang on the sidelines and held “constructive and forward-looking talks,” the ministry said.

The ministry “noted progress towards gradual normalization” of bilateral ties.

“We must respect each other’s core interests, properly handle sensitive issues,” Wang said, according to a Chinese Foreign Ministry statement. He urged for the ⁠resumption of bilateral dialogue mechanisms and promoting exchanges in trade, finance, law enforcement, and media.
