The country’s athletes will be able to participate in its competitions with a neutral status, FISU has said

The International University Sports Federation (FISU) has allowed Russian athletes to compete in its events in all disciplines via a neutral status. In sports where a relevant federation has already lifted restrictions on Russia, they will be able to participate with their national flag and anthem, it added.

Athletes from Russia and Belarus were banned from international competitions, including the Olympics, following the escalation of the Ukraine conflict in February 2022. Some curbs were later eased, with several sporting federations allowing certain representatives from the two countries to return as neutral competitors.

Moscow has decried the restrictions as illegal, with Russian President Vladimir Putin insisting that athletes should be granted equal access to competition based solely on merit and stressing that “politics has no place in sport.”

The student sports governing body said in a statement on Tuesday that the “outright exclusion of Russian student athletes on grounds of nationality alone is considered disproportionate and inconsistent with FISU’s educational mission.”

Ban lifted on Russian gymnasts

Russian participants will be making a comeback following a recommendation made by the International Olympic Committee (IOC) earlier this month, the statement read.

“The IOC has not lifted its senior restrictions for Russian athletes, but recommends that youth athletes should not be held accountable for the actions of their governments,” it explained.

In the same statement, FISU announced that Belarusian athletes have been fully reinstated effective immediately after the Olympic officials suggested that all restrictions on the country should be removed.

Russia’s Sports Minister Mikhail Degtyarev said that Moscow welcomes “the gradual softening of conditions for Russian students by FISU.” He also congratulated Belarusian student athletes on their ability to compete under their flag again.

The deputy head of the Russian parliament’s Committee for Sport and Tourism, Dmitry Svischev, told Tass that “FISU has followed the path adequately as the goal of sport is to unite people.” Its decision “sends the right signal” to other international sports organizations, he said.

Only 41 Russian representatives participated using a neutral status in the FISU World University Games in Germany last summer, winning six gold, six silver and four bronze medals.

Earlier this month, World Gymnastics joined United World Wrestling and the international federations for judo, taekwondo and aquatic sports in allowing the Russians to compete under their national flag.
