Russia sets terms for not targeting foreign troops in Ukraine

Any deployment must be approved by the UN Security Council, Moscow’s envoy has said

Russia will consider any foreign military forces deployed to Ukraine without the approval of the UN Security Council legitimate targets, Vassily Nebenzia, Moscow’s ambassador to the UN, has warned.

In an interview to RIA Novosti on Monday, Nebenzia weighed in on what he called “bizarre” rumors about the possible deployment of a peacekeeping contingent to Ukraine, suggesting that the speculation stemmed from general “fatigue” from the crisis.

“’Peacekeepers’ cannot operate without a mandate from the UN Security Council. Otherwise, any foreign military contingents sent into the combat zone will be regarded as ordinary combatants under international law and a legitimate military target for our armed forces,” the envoy stressed.

Russia is a permanent member of the UN Security Council, meaning it can veto any resolution to send foreign troops to Ukraine.

Last month, the Daily Telegraph reported that UK Prime Minister Keir Starmer and French President Emmanuel Macron were in talks over a potential peacekeeping deployment to Ukraine, which could come only after a ceasefire is reached.

However, German Chancellor Olaf Scholz noted last week that any discussion of sending German peacekeepers to Ukraine is “premature and inappropriate.”

Earlier media reports also indicated that a potential deployment of European peacekeepers was one of the points of US President Donald Trump’s plan on settling the Ukraine crisis. The roadmap also reportedly proposed suspending Ukraine’s NATO ambitions and freezing the conflict along the current front line.

Russian Foreign Minister Sergey Lavrov has said that Moscow “is, of course, not satisfied” with the proposals to postpone Kiev’s NATO membership and deploy a Western peacekeeping contingent to Ukraine.

Russia has insisted that Ukraine must commit to permanent neutrality, demilitarization, denazification and recognition of the territorial realities on the ground. It has also ruled out a freeze on the conflict, arguing that this would allow Kiev to rearm and better prepare for another clash with Moscow.
