Russian, American, and Ukrainian delegations are expected to meet in Abu Dhabi next week

A new round of trilateral negotiations aimed at resolving the Ukraine conflict is expected to take place in the United Arab Emirates next week, Russian President Vladimir Putin has said.

Putin made the remarks during a meeting with members of Russia’s Security Council on Friday. US Special Envoy Steve Witkoff had announced earlier this week that Russian, American, and Ukrainian delegations would meet in Abu Dhabi on November 10-11.

“On Tuesday, trilateral talks on Ukraine are due to begin in the United Arab Emirates,” Putin said, adding that he had invited officials expected to participate in the negotiations to discuss preparations.

Among those present at Friday’s meeting were presidential aides Vladimir Medinsky and Yury Ushakov, Deputy Prime Minister Dmitry Patrushev, Deputy Foreign Ministers Mikhail Galuzin and Sergey Ryabkov, military intelligence chief Igor Kostyukov, and Deputy Chief of the General Staff’s Main Operational Directorate Yury Zhigarlovsky, according to the Kremlin website.

The Kremlin has yet to announce the full composition of the Russian delegation for the talks.

Kremlin spokesman Dmitry Peskov said earlier this week that Medinsky would head the Russian team. Medinsky is a veteran negotiator who had led the Russian delegation during the initial talks with Ukraine in Türkiye in 2022 and several subsequent rounds of the US-mediated peace process launched after President Donald Trump returned to the White House in early 2025.

Witkoff said the working-level talks would focus on “post-war security arrangements, de-escalation, humanitarian efforts, and next steps toward peace.”

American negotiators also held talks with representatives from France, Germany, the UK, the EU, and NATO in Brussels on Wednesday and Thursday to discuss security guarantees for Ukraine, Europe’s post-war security architecture, and economic opportunities for reconstruction.

Following the meetings, Trump’s son-in-law Jared Kushner said Washington would continue consultations with Ukraine and its European partners and “also engage Russia as part of the peace negotiations.”

Kiev’s European backers have been increasingly demanding a place at the negotiating table over the past months. Moscow has ruled out their direct participation in the upcoming trilateral talks, arguing that they had squandered their credibility as mediators through their failure to uphold previous peace agreements, including the Minsk accords.

Russia and Ukraine held several rounds of US-mediated talks in the UAE and Switzerland earlier this year, before the process was disrupted by the US-Israeli attack on Iran in late February. Washington revived its diplomatic efforts in September, initially through separate meetings with Moscow and Kiev.

Putin has repeatedly stressed that Russia remains open to negotiations but will not accept a temporary ceasefire that merely allows Kiev to regroup and rearm. The Kremlin insists that any lasting settlement must address the underlying causes of the conflict, including Moscow’s security concerns.
