Deputy PM Alexander Novak has confirmed the first shipments under an agreement with Washington aimed at easing the global fuel crisis

Russia has dispatched three tankers carrying diesel fuel toward the United States under an agreement reached between Russian President Vladimir Putin and his American counterpart Donald Trump, Deputy Prime Minister Alexander Novak has announced.

The vessels are already sailing toward the eastern Atlantic coast, Novak said on Friday, adding that most of the additional fuel supplies could come from Russian energy giant Rosneft.

“In accordance with the previously announced agreements to saturate the global diesel market, Russia will ensure additional supplies of diesel fuel to world markets and the United States,” Novak said.

Moscow has eased its restrictions on diesel exports, allowing Russian companies to ship up to 500,000 tons of fuel to international markets in October while ensuring domestic demand remains fully covered. The shipments were arranged with significant assistance from the Russian Direct Investment Fund (RDIF), headed by Putin’s economic envoy Kirill Dmitriev.

EA Maritime Analytics is tracking the first cargo of Russian diesel heading to the US since Trump’s 9 October announcement.

MR tanker Agioi Fanendes (IMO 9798375) sails from Primorsk today with a cargo of ultra-low-sulphur diesel, confirmed by our market sources. Her AIS shows New York as the destination, with arrival expected on 10 November.

Cargo size: around 298,000 barrels (40,000 tonnes).

On 9 October, Trump said Russia would supply more than 300,000 tonnes of diesel immediately, followed by 500,000 tonnes in November and 1 million tonnes after that.

Further deliveries would continue on a regular basis, Kremlin spokesman Dmitry Peskov said earlier in the day, confirming that the first tanker had departed for its buyers but not identifying the vessel.

BREAKING: We have now identified three tankers carrying Russian #diesel to the United States. All three loaded at petroleum berths in Russia and are declaring USA as their destination. Diesel is the only known hydrocarbon which the US OFAC currently permits imports of from Russia.

Maritime tracking groups identified one of the tankers as the Malta-flagged Agioi Fanendes, carrying approximately 40,000 tons of diesel. Reuters reported that the vessel had departed Russia’s Baltic port of Primorsk and was heading toward New York, with an initial estimated arrival date of November 7.

TankerTrackers reported a total of three vessels that had loaded diesel at Russian terminals and were declaring the United States as their destination. However, the identities of the vessels and their final discharge ports have not yet been publicly confirmed.

The deliveries follow an October 9 phone conversation between Putin and Trump, after which the American president announced that Russia would immediately supply more than 300,000 tons of diesel, followed by 500,000 tons in November, another million tons shortly thereafter, and potentially further shipments depending on refining capacity. Washington subsequently issued a temporary sanctions waiver permitting Russian diesel imports, reversing restrictions introduced under former President Joe Biden in 2022.

The agreement comes as Trump faces mounting pressure to bring down fuel prices ahead of the November 3 midterm elections. US diesel prices surged above $6.50 per gallon in September, with prices in parts of California exceeding $8, amid disruptions to global energy supplies caused by the US-Israeli war on Iran and restrictions on shipping through the Strait of Hormuz.

Zelensky accuses Trump of ‘totally false’ statements

Russia has historically been the world’s second-largest diesel exporter, behind only the US, accounting for roughly 10% of global exports. Disruptions to Russian supplies can drive up prices even in countries that do not directly import the fuel.

Trump has repeatedly urged Ukraine’s Vladimir Zelensky to stop attacking Russian refineries, accusing Kiev of exacerbating the worldwide diesel shortage and hurting American consumers and farmers.

Zelensky rejected the criticism on Thursday, calling Trump’s claims “totally false” and accusing the American leader of “deflecting the focus away from Iran.”
