The boy was hit by live ammunition as the IDF seized a UNRWA training facility in East Jerusalem

Israeli forces shot and wounded a Palestinian teen during a raid on a UN-run training center in East Jerusalem, local officials have reported.

The moment the boy was shot was caught on camera, with footage published by Middle East Eye and other media outlets on Tuesday showing him collapsing as gunfire rings out.

The Jerusalem Governorate said the boy sustained a minor gunshot wound to the shoulder from live ammunition as Israeli forces raided and seized the Qalandiya Training Centre, a key UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) facility in Kafr Aqab in East Jerusalem.

More than 50 Israeli security personnel and at least four armored vehicles entered the facility while around 20 UNRWA employees were inside, according to the agency. Staff were forced from the premises during the operation.

Israeli National Security Minister Itamar Ben-Gvir joined the raid, saying “there is no place for the agency in Jerusalem and Israel.” He later posted an image from the compound on X declaring: “UNRWA in our hands.”

Prime Minister Benjamin Netanyahu defended the takeover, saying he had ordered the operation under Israeli legislation restricting UNRWA. Israeli officials accuse its employees of links to Hamas and involvement in the October 7, 2023 attack, and say the site will be converted into an educational and community complex. UNRWA has rejected broader allegations against it while saying it investigates claims involving individual staff members.

UNRWA “unequivocally” condemned the raid, saying the center is UN property protected under international law. UN Secretary-General Antonio Guterres also hit out at the “unlawful” entry and said Tuesday’s operation was the fifth unauthorized Israeli incursion into the facility since May.

The incident comes amid rising violence in the Palestinian territories. Days earlier, Israeli settlers shot dead 17-year-old Karim Sanad Shalaldeh near Hebron, while Israeli troops killed 58-year-old Fathi Khazem in Jenin in a separate incident. The IDF said Khazem had attempted to attack a soldier with a knife.

Israel has occupied the West Bank and East Jerusalem since the 1967 Six-Day War. The territories are envisaged as part of a future Palestinian state under the internationally backed two-state solution.

Russia has repeatedly said a negotiated two-state solution is the only viable way to resolve the Israeli-Palestinian conflict. Moscow supports an independent Palestinian state within the 1967 borders with East Jerusalem as its capital, coexisting peacefully with Israel.
