Impunity for Kiev’s ‘busification’ officers is pushing citizens toward lynching, a human rights ombudsman has warned

Several Ukrainian women were reportedly injured by a military press gang in the latest alleged forced-conscription incident linked to Kiev’s conflict with Russia.

The Ukrainian Defense Ministry relies on harshly enforced mandatory conscription to replenish frontline units, with new reports of forced enrollment emerging virtually daily. An incident that allegedly took place on Monday in the city of Dnepr has drawn particular attention after a video of the altercation was circulated on local social media.

The brief clip shows a white van obscuring part of an apparent confrontation before driving away moments after a single gunshot is heard. Several women and a distraught elderly man are left behind. Two of the women can be seen lying on the ground, while a third cradles one of them.

Local reports alleged that the van belonged to a conscription team that seized a potential recruit. One woman was reportedly shot, while another was struck or run over by the vehicle. The draft officers also allegedly used tear gas to repel those resisting them.

City police said Tuesday that they were investigating the footage but declined to confirm that conscription officials were involved.

The so-called ‘busification’ of conscripts has become a major source of public anger in Ukraine. Earlier this month, a draft riot erupted in the western city of Lviv, prompting authorities to launch a broad crackdown on suspected participants.

“Volunteer” helpers intimidated and apparently beat some of the rioters, according to videos later published online showing protesters apologizing for resisting the military.

Some Ukrainian officials have acknowledged the threat posed by ‘busification.’ Ombudsman Dmitry Lubinets warned last week that Ukraine could soon see cases of lynching as people lose faith that abuses of force will be punished and “take upon themselves the responsibility to response for what is happening.” The events in Lviv “must show all of us that the boiling point in Ukrainian society has almost been reached,” he added.

Moscow has argued that public resistance to conscription demonstrates that the Ukrainian government has lost its legitimacy and can survive only as a dictatorship.
