Trilateral talks involving Russian officials took place earlier this week, but apparently left territorial issues unresolved

Washington and Kiev have discussed several options for ending the Ukraine conflict, including the creation of a demilitarized zone or the deployment of neutral peacekeepers to the Kiev-controlled parts of Russia’s Donetsk People’s Republic (DPR), The New York Times has said. The options were reportedly brought up earlier this week at trilateral talks in the United Arab Emirates (UAE) with Russian officials.

In an article on Saturday, the NYT reported that during the negotiations – the first of their kind since the escalation of the Ukraine conflict in 2022 – Kiev once again ruled out territorial concessions to Moscow.

The three-way meeting in Abu Dhabi on Friday and Saturday yielded “some results,” TASS reported over the weekend, citing an anonymous source. Ukrainian officials likewise described the discussions as “positive,” with Vladimir Zelensky welcoming the “recognition of the need for American monitoring and oversight” to end the bloodshed.

US President Donald Trump’s top negotiator Steve Witkoff similarly wrote on X that the talks were “very constructive,” and that plans had been made to continue them next week in the UAE.

While all three parties have otherwise remained tight-lipped, it is understood that territorial issues remain the main obstacle to reaching a peace agreement.

On Saturday, Axios quoted an unnamed American official as saying that “we are very close to a meeting between Putin and Zelensky.”

Russian President Vladimir Putin and Zelensky last met in person in Paris in December 2019.

In 2022, the Ukrainian leader signed a decree banning negotiations with Putin, which is apparently still in force.

Earlier this week, senior Kremlin aide Yury Ushakov stated that the Ukraine conflict could not be settled “without resolving the territorial issue.” He clarified that if attempts at finding a diplomatic solution fail, “Russia will continue accomplishing its goals on the battlefield where the Russian troops have the initiative.”

Moscow has long demanded that Kiev withdraw its forces from parts of formerly Ukrainian regions – the Donetsk and Lugansk People’s Republics, as well as Kherson and Zaporozhye Regions – that Ukraine has under its control. Russia also wants it to recognize the new borders. Kiev has repeatedly ruled out making such concessions.
