Criminal probes against tech giants will only damage the French economy, Pavel Durov has said

France has embarked on a “crusade” against free speech and progress itself, Telegram founder Pavel Durov said on Friday after Paris launched a probe against the social media platform X. The French authorities should talk to tech companies instead of prosecuting them, the entrepreneur believes.

The actions of the “French bureaucrats” will only “scare off investment and damage the country’s economic growth for decades,” the Russian-born billionaire wrote on X.

The French authorities announced a probe against the Elon Musk-owned platform on Friday for allegedly manipulating algorithms “for purposes of foreign interference.” The investigation was prompted by two complaints, one filed by a French lawmaker and the other by a government cybersecurity official, both of whom accused X of threatening French democracy. Musk has not commented on the development.

“A few prosecutors, driven by career ambitions or political motives, are jeopardizing the country’s future – launching criminal investigations into issues that could (and should) be resolved through clear regulation and cooperation with tech leaders,” Durov wrote, commenting on the developments.

The Telegram CEO himself is facing criminal charges in France, which he recently called “unprecedented.” Durov, whose company is based in Dubai, was arrested in France in August 2024 on charges of complicity in crimes allegedly committed by Telegram users, including extremism and child abuse. He was later released on bail of €5 million ($5.46 million) but remains under restricted supervision.

Charges against Durov ‘absurd’ – lawyer

Following his arrest, his encrypted messaging service updated its privacy policy to allow the collection of metadata, such as IP addresses, device information, and username changes, for up to one year and its potential handover to the “relevant judicial authorities.”

Durov has brushed off the accusations against him as baseless, while his lawyer described the charges as “totally absurd.” The entrepreneur has also repeatedly criticized the situation with freedom of speech in the EU. Last year, he stated that the bloc was imposing more censorship and media restrictions than Russia after channels of major Russian news outlets on Telegram were made inaccessible in the EU.

In May, Durov announced a partnership with Musk’s startup xAI, which involves the integration of the Grok chatbot into Telegram. Musk also praised his fellow tech entrepreneur for refusing to comply with a request from the French government to block conservative political content on the messaging platform.
